<p>The quake, which hit 19 miles (30 kilometers) west of the southern city of Christchurch, shook a wide area with some residents there saying buildings had collapsed and power was severed.</p>
<p>Christchurch police reported some road damage in parts of the city of 400,000 people, with a series of sharp aftershocks rocking the area. Police officers cordoned off some streets where rubble was strewn about from the quake.</p>
<p>Christchurch resident Colleen Simpson said panicked residents ran into the street in their pajamas. Some buildings had collapsed, there was no power, and the mobile telephone network had failed.</p>
<p>&#8220;Oh my God. There is a row of shops completely demolished right in front of me,&#8221; Simpson told the Stuff news website.</p>
<p>Another person from Christchurch, Kevin O&#8217;Hanlon, said the jolt was extremely powerful.</p>
<p>&#8220;I was awake to go to work and then just heard this massive noise and &#8216;boom,&#8217; it was like the house got hit. It just started shaking. I&#8217;ve never felt anything like it,&#8221; he told the news website.</p>
<p>The earthquake was 21 miles (33 kilometers) below the Earth&#8217;s surface, the geological agency <a id="KonaLink1" class="konaYahooLink" style="border-bottom: #366388 2px dotted; position: relative;" href="http://news.yahoo.com/s/ap/20100903/ap_on_re_as/as_new_zealand_earthquake#" target="undefined"><span style="font-weight: 400; color: #366388! important; position: static;"><span class="kLink" style="font-weight: 400; border-bottom-width: 0px; color: #366388! important; font-family: arial,helvetica,clean,sans-serif; position: static;">GNS </span><span class="kLink" style="font-weight: 400; border-bottom-width: 0px; color: #366388! important; font-family: arial,helvetica,clean,sans-serif; position: static;">Science</span></span></a> said. Radio reports said items were tossed from store shelves and roof tiles cracked by the strong temblor.</p>
<p>The quake hit at 4:35 a.m. shaking thousands of residents awake, New Zealand&#8217;s National Radio reported.</p>

In a public plea for both sides to compromise in the name of peace, Clinton said the Obama administration has no illusions about reaching a quick breakthrough.</p>
<p>&#8220;We&#8217;ve been here before and we know how difficult the road ahead will be,&#8221; she said. &#8220;There undoubtedly will be obstacles and setbacks. Those who oppose the cause of peace will try in every way possible to sabotage this process, as we have already seen this week.&#8221; She was referring to Palestinian attacks on Israelis in the disputed West Bank on Tuesday and Wednesday.</p>
<p>The United States&#8217; special Mideast envoy George Mitchell announced the developments after several hours of talks between Netanyahu and Abbas at which the two leaders pledged to work through the region&#8217;s deeply ingrained mutual hostility and suspicion to resolve the long-running conflict in a year&#8217;s time.</p>

<p>&#8220;Our goal is to resolve all of the core issues within one year, and the parties themselves have suggested and agreed that the logical way to proceed, to tackle them, is to try to reach a framework agreement first,&#8221; he told reporters as Abbas and Netanyahu remained in a one-on-one session that completed the day&#8217;s talks. Earlier the two leaders met together with Clinton and Mitchell, and held a separate session with the full delegation of negotiators. On Wednesday, Abbas and Netanyahu met separately with President Barack Obama at the White House.</p>
<p>Mitchell offered no timeline for agreeing on the initial framework, which he said was something &#8220;less than a full-fledged treaty&#8221; but more detailed than a statement of principles.</p>

<p>Clinton opened the talks with an appeal for the two leaders to overcome a long history of failed attempts to resolve the conflict and make the difficult compromises needed for peace.</p>
<p>&#8220;I know the decision to sit at this table was not easy,&#8221; said Clinton, who with Mitchell has been working to relaunch talks stalled for 20 months. &#8220;We understand the suspicion and skepticism that so many feel borne out of years of conflict and frustrated hopes.&#8221;</p>
<p>&#8220;But, by being here today, you each have taken an important step toward freeing your peoples from the shackles of a history we cannot change and moving toward a future of peace and dignity that only you can create,&#8221; she said.</p>
<p>Flanked by Abbas and Netanyahu at the head of a U-shaped table in the State Department&#8217;s ornate Benjamin Franklin room, Clinton said the <a id="KonaLink5" class="konaYahooLink" style="border-bottom: #366388 2px dotted; position: relative;" href="http://news.yahoo.com/s/ap/20100902/ap_on_go_ca_st_pe/us_us_mideast_talks#" target="undefined"><span style="font-weight: 400; color: #366388! important; position: static;"><span class="kLink" style="font-weight: 400; border-bottom-width: 0px; color: #366388! important; font-family: arial,helvetica,clean,sans-serif; position: static;">Obama </span><span class="kLink" style="font-weight: 400; border-bottom-width: 0px; color: #366388! important; font-family: arial,helvetica,clean,sans-serif; position: static;">administration</span></span></a> was committed to a settlement. She stressed, though, that the heavy lifting must be done by Netanyahu and Abbas with support from the international community, particularly the Arab and Israeli publics.</p>
<p>Netanyahu and Abbas vowed to work together but each outlined concessions required from the other.</p>
<p>&#8220;I see in you a partner for peace,&#8221; Netanyahu told Abbas. &#8220;Together we can lead our people to a historic future that can put an end to claims and to conflict. Now this will not be easy. A true peace, a lasting peace would be achieved only with mutual and painful concessions from both sides.&#8221;</p>
<p>Abbas called on Israel to end Jewish settlements in the West Bank and other areas that the Palestinians want to be part off their own state. Netanyahu insisted that any agreement must ensure Israel&#8217;s security as a Jewish state.</p>
<p>&#8220;We do know how hard are the hurdles and obstacles we face during these negotiations — negotiations that within a year should result in an agreement that will bring peace,&#8221; Abbas said.</p>
<p>Thursday&#8217;s negotiations were the first since the last effort broke down in December 2008. A spate of violence this week in the West Bank and concerns about Israeli settlement activity have cast low expectations.</p>
<p>Gunmen from the militant Palestinian Hamas movement killed four Israeli residents of a West Bank settlement on Tuesday. And, on Wednesday, hours before the leaders had dinner with Obama and Clinton at the White House, Hamas gunmen wounded two Israelis as they drove in their car in another part of the West Bank.</p>
<p>Hamas rejected the talks and stepped up its rhetoric as the ceremony in Washington began.</p>
<p>&#8220;These talks are not legitimate because the Palestinian people did not give any mandate to Mahmoud Abbas and his team to negotiate on behalf of our people,&#8221; said Sami Abu Zuhri, a Hamas spokesman. &#8220;Therefore, any result and outcome of these talks does not commit us and does not commit our people, it only commits Abbas himself.&#8221;</p>
<p>Further complicating the situation is the fact that the talks will face their first test within weeks, at the end of September, when the Israeli government&#8217;s declared slowdown in settlement construction is slated to end.</p>
<p>Palestinians have said that a renewal of settlement construction will torpedo the talks. The Israeli government is divided over the future of the slowdown, and a decision to extend it could split Netanyahu&#8217;s hawkish coalition. Netanyahu has given no indication so far that it will continue beyond the deadline</p>

			<content:encoded><![CDATA[<p>WASHINGTON/JERUSALEM (Reuters) – Israel&#8217;s defense minister said on Wednesday the Jewish state would be willing to hand over parts of Jerusalem in peace talks with the Palestinians to be launched by President Barack Obama.</p>
<p>A flare-up of violence in the Palestinian West Bank and a deadlock over Jewish settlements there loom as potential deal-breakers for Obama, who will host Israeli and Palestinian leaders for dinner at the White House in Washington.</p>
<p>Obama brought Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas together for face-to-face negotiations after months of U.S.-mediated indirect talks. But he faces deep skepticism about his chances of success.</p>
<p>Defense minister Ehud Barak&#8217;s rare comments about the need to partition Jerusalem, which is at the heart of the conflict, could signal Netanyahu&#8217;s willingness to divide the holy city in any final peace deal with Palestinians.</p>
<p>Netanyahu has publicly balked at ceding the eastern, Arab part of the city that Israel captured in the 1967 Mideast war.</p>
<p>&#8220;West Jerusalem and 12 Jewish neighborhoods that are home to 200,000 (Israeli) residents will be ours,&#8221; Barak told the Haaretz newspaper.</p>
<p>&#8220;The Arab neighborhoods in which close to a quarter million Palestinians live will be theirs,&#8221; he added, referring to East Jerusalem, which the Palestinians want as capital of a future state in the West Bank and Gaza Strip.</p>
<p>He said a &#8220;special regime&#8221; will be in place in the Old City, where al-Aqsa, Islam&#8217;s third-holiest shrine, abuts the Western Wall, the vestige of Judaism&#8217;s two ancient temples and today a Jewish prayer plaza.</p>
<p>SHOOTING ATTACK</p>
<p>Barak also said a shooting attack that killed four Israelis in the West Bank on Tuesday would not derail the talks. Militants from the Palestinian group Hamas, which opposes peace with Israel, claimed responsibility.</p>
<p>Palestinian leaders committed to the peace process joined Israel and the United States in condemning the attack, sending a clear message the talks would go ahead after a 20-month hiatus.</p>
<p>Abbas&#8217;s security forces arrested 150 Hamas members in the West Bank after the attack.</p>
<p>&#8220;This kind of savage brutality has no place in any country under any circumstances,&#8221; U.S. Secretary of State Hillary Clinton said in Washington shortly as she met Netanyahu.</p>
<p>Obama will meet separately with Netanyahu and Abbas on Wednesday before hosting them for dinner, the warm-up for formal talks on Thursday at the State Department.</p>
<p>The summit marks Obama&#8217;s riskiest plunge into Middle East diplomacy, not least because he wants the two sides to forge a deal within 12 months. He is staking precious political capital on the peace drive in a U.S. congressional election year.</p>
<p>There is also the danger that failure on this front could set back Obama&#8217;s faltering attempts at winning over the Muslim world as he seeks solidarity against Iran.</p>
<p>STARK REMINDER</p>
<p>The Hamas attack was a reminder that the Islamist group, which controls the Gaza Strip, remains a threat to peace moves by the moderate Abbas, whose Fatah party governs the West Bank. Hamas threatened more attacks.</p>
<p>The violence could make Netanyahu less likely to accede to Palestinian demands for more control of security in the West Bank. They also want Netanyahu to extend a freeze on Jewish settlement building there.</p>
<p>The 10-month, partial Israeli moratorium on new housing construction in settlements expires on September 26. Abbas has said he will pull out from the talks if the freeze is not extended.</p>
<p>Netanyahu, who heads a government dominated by pro-settler parties, has not given any definitive word on whether he will extend it. Obama&#8217;s aides have been scrambling for a compromise.</p>
<p>Netanyahu said he would insist in the talks with Abbas that security arrangements in any final peace deal would not expose Israel to attacks like Tuesday&#8217;s shootings.</p>
<p>&#8220;We will not let terror decide where Israelis live or the configuration of our final borders. These and other issues will be determined in negotiations for peace that we are conducting,&#8221; Netanyahu said.</p>
<p>The four Israeli settlers, two men and two women, one pregnant, were shot dead after nightfall on a busy highway close to the flashpoint West Bank city of Hebron.</p>
<p>The White House strongly condemned the attack and urged that it not be allowed to sabotage the negotiations. It took months of U.S. pressure to bring the two sides to the table.</p>
<p>Abbas, who also met Clinton before the summit, condemned &#8220;any operation that targets civilians, Palestinians or Israelis.&#8221; Hamas calls the Western-backed Abbas, who governs only in the West Bank, a &#8220;traitor&#8221; for talking to Israel.</p>
<p>Egyptian President Hosni Mubarak and Jordan&#8217;s King Abdullah will attend the White House dinner, expanding the dialogue to two influential Arab neighbors who have made peace with Israel and could promote broader Arab-Israeli reconciliation.</p>

<p>The Sept. 17 speech at the annual Reagan Dinner in Des Moines will be the first Iowa appearance by the former Alaska governor and 2008 vice presidential candidate since a brief book-signing stop last December.</p>
<p>&#8220;I know Iowa Republicans will be energized and motivated by Governor Palin to stand up and fight for these principles all the way to Election Day and beyond,&#8221; said Matt Strawn, chairman of the Iowa Republican Party.</p>
<p>Ed Failor Jr., head of Iowans for Tax Relief, said Palin was doing the task most important to the party: raising money. Tickets for the dinner cost $100 each.</p>
<p>Republican strategist Bob Haus said Palin&#8217;s visit also would energize Republican activists as the November election approaches. Republicans hope the election will enable them to retake the governorship, re-elect longtime U.S. Sen. Charles Grassley and take back control of the state House.</p>
<p>Palin is considered a Republican Party superstar, with members paying close attention to her endorsements and showing up in big numbers for appearances like at last weekend&#8217;s &#8220;Restoring Honor&#8221; rally in Washington, D.C. The rally was organized by conservative commentator Glenn Beck.</p>
<p>Palin&#8217;s Iowa visit will follow multiple appearances by others mentioned as potential 2012 presidential candidates.</p>
<p>Minnesota Gov. Tim Pawlenty, former Pennsylvania Sen. Rick Santorum and former House Speaker Newt Gingrich all have made repeated stops in the state. Gingrich aides announced Tuesday he will return to Iowa on Sept. 9.</p>
<p>Potential presidential candidates traditionally open their campaigns by helping local candidates, building ties that carry over to the presidential race.</p>
<p>&#8220;Governor Palin recognizes Iowa as an important state with a lot of important races up and down the ballot,&#8221; said Tim Albrecht, a spokesman for former Gov. Terry Branstad, who is trying to return to the office he held for 16 years. &#8220;I think she&#8217;s focused on this year. In terms of 2012, the exposure certainly won&#8217;t hurt.&#8221;</p>

<p>BRATISLAVA, Slovakia – A gunman went on a rampage in Slovakia&#8217;s capital on Monday, killing seven people and wounding 15, then committed suicide, officials said.</p>
<p>Five of the fatalities were members of a Roma family who lived in an apartment where the man began his attack with a machine gun and two pistols, said Interior Minister Dusan Lipsic. Roma, also known as Gypsies, often face discrimination in eastern Europe, but Lipsic and police chief Jaroslav Spisiak said the unidentified gunman&#8217;s motive was not known.</p>
<p>Another man shot and killed outside the building was &#8220;probably&#8221; also a member of the same family, Lipsic said.</p>
<p>&#8220;So far we don&#8217;t know the motive &#8230; so I will not speculate whether it did or did not have (a) racial motive,&#8221; he told The Associated Press at a news conference. &#8220;I doubt it, but of course the investigation is ongoing.&#8221;</p>
<p>The shooting took place at midmorning in the rundown Devinska Nova Ves neighborhood on the outskirts of the Slovak capital that is surrounded by fields and industrial areas.</p>
<p>The five Roma who died in the apartment — four women and a man — lived in a brown high-rise building, Spisiak said.</p>

<p>Police rushed to the scene as the attacker, about 50 years old, was leaving the building, and he fired indiscriminately at people in the area, wounding 15, including a policeman and a 3-year-old boy who was shot in the ear, Lipsic said.</p>
<p>The seventh fatality was a woman who was shot in the area as she walked to the balcony of her apartment when she heard the gunfire, Lipsic said.</p>
<p>Daniel Zitnan of Bratislava&#8217;s Children&#8217;s Hospital said the 3-year-old boy was only slightly hurt and released. During the attack, he was in a car that was hit by bullets, Zitnan said.</p>

<p>Emergency crews blocked off the scene of the attack, which also includes a kindergarten and a supermarket.</p>
<p>Hours after the attack, stunned residents milled about in disbelief.</p>
<p>&#8220;I&#8217;m shocked,&#8221; said 20-year-old Andre Smahovski, a student whose friend was injured in the attack. &#8220;Normally this doesn&#8217;t happen here.&#8221;</p>
<p>Christian Padour, 40, described how his sister-in-law was at a doctor&#8217;s office when a woman who had been shot by the gunman entered — to the horror of those present.</p>
<p>&#8220;I feel safe here, but now it looks like the Wild West,&#8221; Padour said.</p>
